The Agency Reads the English Version and Nothing Else
Every FDA center works from an English record. 21 CFR 314.50(g) states it without ambiguity for drug applications: any part of the submission written in another language arrives with an English translation of a foreign language study report plus a certification of accuracy, and the original stays in the file. From a 510(k) to a Biologics License: The Filings We Carry

What actually needs rendering is rarely the cover letter. Labeling and IFU: The Words That Reach a Clinician at Three in the Morning
Device labeling translation and instructions for use translation carry a burden most regulatory documents do not: someone will act on them under pressure. An IFU translation that renders a contraindication as a caution, or blurs the difference between rinse and flush, produces a use error, and use errors produce adverse event reports, which produce further correspondence with the agency. Form 483 Season: Translating Against a Fifteen Day Clock
An investigator leaves a foreign site, hands over a Form 483, and a countdown begins. Respond within fifteen working days and your reply is considered before the agency decides what comes next. Miss it, or file a response built on evidence nobody at the agency can read, and the file moves toward a warning letter, an Official Action Indicated classification, an import alert or detention without physical examination. Form 483 response translation and warning letter response translation are therefore not ordinary jobs. They are deadline work where the deadline is set by someone else and does not move.
The material behind a strong response is almost always in the site's working language: executed batch records, deviation investigations, CAPA files, complaint handling logs, training records, equipment qualification and cleaning validation reports, environmental monitoring data, supplier qualification files and the annual product review. FDA inspection document translation means getting all of that into English fast enough to be useful and accurately enough to be defensible, including the entries that do not flatter the site. The Certification Page, and Everything Wrapped Around It
Certified translation for FDA submission has a specific shape. The package carries a signed statement identifying the document, the source and target languages, the date, the translator or the company attesting to completeness and accuracy, and credentials available on request.
