Then the language itself sets conditions. Macedonian is written in Cyrillic and carries two letters that appear in no other alphabet on earth, so optical scanning tools mangle names before a human ever sees them. It has no infinitive, which means obligations are built from subordinate clauses rather than from a single verb form, and the difference between shall, must and may has to be reconstructed rather than copied. Its definite article sits on the end of the noun and comes in three degrees, marking whether the thing referred to is near, distant or neutral. DOOEL, DOO and AD: Reading a Macedonian Company on Paper
Company records run through one institution, the Centralen registar na Republika Severna Makedonija, the Central Register, which handles incorporation, ownership changes and the filing of annual financial statements. Its standard output is the tekovna sostojba, a current status extract that American counterparties treat as the local equivalent of a good standing certificate, though it carries more: founders, managers, share capital, activity codes and the signature authority that determines who can actually bind the company. Three forms cover most of what we see. DOOEL is the single member limited company, DOO the multi member version, AD the joint stock company. Inside the country, official translation is the province of the ovlasten sudski preveduvac, the court authorised translator entered in a register kept by the Ministry of Justice. That translator signs, seals and usually binds the translation to the original with cord, and the seal is what a Macedonian court, notary or the Central Register will accept. It is a real qualification and it does its job at home. It was simply never designed for an American recipient, who cannot verify a Skopje seal, cannot read the Cyrillic certification statement attached to it, and is not asking for either.
What a US agency wants is a different deliverable. Federal practice, set out at 8 CFR 103.2(b)(3) for immigration filings and echoed by most courts and universities, calls for a complete English rendering with a signed statement in English confirming the translator's competence and the completeness of the work. That statement travels on our letterhead, names the document set, and is what makes a certified Macedonian translation usable at a service center, a clerk's window or a bar admissions office. No foreign seal is required, and adding one changes nothing about acceptance.
Traffic in the other direction reverses the rules. Skopje has long applied the Hague Apostille Convention, which means an American public record already stamped by the secretary of state that issued it will be accepted on arrival. The translation is treated separately: whichever Macedonian ministry, notary or registry office receives the file will usually insist that it came through the local sworn route. Four Country Names, One Person, and the Request for Evidence That Follows
The Prespa Agreement was signed in June 2018 and entered into force in February 2019, and the constitutional name became the Republic of North Macedonia. That single change left an unusual footprint on paper. A man born in 1975 holds a birth certificate issued by the Socialist Republic of Macedonia. His university diploma, printed in 2001, says Republic of Macedonia. His older passport and a stack of international records say Former Yugoslav Republic of Macedonia, the name used in many multilateral contexts before 2019. The extract for the company he now runs says Republic of North Macedonia. Four names, one man, every one of them accurate on its date of issue.
Reviewers do not read it that way. A USCIS officer working through an I-130 evidence packet, a state bar admissions analyst checking a foreign law degree, a university credential evaluator or a county clerk recording a marriage sees four country names in one bundle and reaches the obvious conclusion, which is that something has been altered or that the documents belong to more than one person. The result is a request for evidence, weeks of delay, and sometimes a demand for replacement records that no registry can issue because the old name is what was printed. This is the single most common failure point in Macedonian legal document translation, and it is entirely avoidable.
Our rule is fixed. Each document is rendered with the country name exactly as it appears on the source, never modernised, never quietly harmonised across the bundle, and never corrected to match the applicant's current passport. The translator then adds a note setting out the chronology so the reviewer understands in one paragraph why the names differ and why all four are legitimate. The same discipline covers institutions that no longer exist under their old titles and the pre-1991 opstina map, which has been redrawn more than once, so a place of birth on an older certificate may correspond to no municipality on any current list. We annotate the entry rather than substituting a modern name that would misdescribe the record.
Family Records, Estates and the Descent Files We See Most
Civil status flows from the registry offices, and three documents do most of the work. The izvod od maticna kniga na rodenite proves birth and parentage and is the anchor of almost every family petition. The uverenie za drzavjanstvo establishes citizenship and matters when a US born child is claimed as Macedonian, or when a naturalised American needs to show what status was held before. The potvrda za neosuduvanost, the certificate of no criminal conviction, is requested at consular interview stage and has a short validity window, which is why we treat it as urgent by default and put it at the front of the queue rather than the back.
Immigration files build outward from those three. Marriage and death extracts, adoption decisions, court approved name changes and school records join the packet, and each one has to agree with the others on spelling, dates and place of birth. Probate is the mirror image: a Michigan estate that includes an apartment in Skopje or agricultural land in a rural opstina needs the Macedonian title papers, inheritance decisions and any notarial authorisation in English before the American court will act, and needs the American court's own orders translated the other way before a Macedonian notary will complete the transfer. The older the record, the more careful the handling. Certificates issued in the 1960s and 1970s were often completed by hand in Cyrillic, on printed forms whose headings are now faint, with stamps that have bled into the text. Guessing at an illegible surname is how a family file acquires a discrepancy that takes two years to unwind.
